What is "Theatre for the Very Young"?

What does theatre look like for children who are so young they may not use words to communicate?  How do theatre artists engage preschoolers in a way that is different than elementary students?

In Europe, parts of Asia, and Australia, theatre for this unique age group is a well-established art-form, but here in the United States it is relatively new to the theatre scene.
